The Sapphire Diadem Imperial Council, benevolent custodians and servants of the Diadem Empire and its Crown Jewel, our magnificent and potent ecumenopolis of Sapphire, by the laws and treaties of the Diadem Subject & Associate By-laws (sections 36.2.42g.333.1-74xt and 71.14.3a-7nj) written and agreed upon by all able to receive this imperial summons, hereby demand immediate outworlder military aide.

The Diadem Empire fell millennia ago. Only the city-planet Sapphire retains “imperial” control. The by-laws dictate that (1) rebel terrorism threatens the planetary leadership, (2) the Council blames offworlders for the violence, and (3) protecting the Council promises access to incredible riches.
